CARTER OUT AT CUSD

The Capistrano Unified School District late Tuesday voted 6-1 to put Superintendent A. Woodrow Carter on paid administrative leave. The announcement was made without explaination after a four-hour closed session.

More than 500 people had packed the trustees' meeting room before the closed session. Board President Ellen Addonizio limited public testimony to just over an hour. Four speakers urged a change at the top, while the others praised Carter's leadership and presence on campuses and in classrooms.

Carter was in the meeting room when the trustees made their announcement, and no word was given on who will run the district. The administrative leave -- opposed by Trustee Anna Bryson -- is seen as an opportunity to negotiate a settlement with Carter. Trustees in June approved a three-year, $974,850 contract with the retired Army colonel.

Five people have served as superintendent in just over two years at Capo Unified.
